* ada-lex.l (HIGH_BYTE_POSN, is_digit_in_base, digit_to_int)
(strtoulst): Moved to ...
* utils.c (HIGH_BYTE_POSN, is_digit_in_base, digit_to_int)
(strtoulst): ... here. Enhanced to behave more similarly
to strtoul.
* defs.h (strtoulst): New prototype.
