* defs.h (perror_with_name): Is a NORETURN function.
* utils.c (perror_with_name): Is a NORETURN function.
(error): Is NORETURN independently of ANSI_PROTOTYPES.
* symtab.c (fixup_symbol_section): Remove prototype.
