* elf32-sparc.c (elf32_sparc_relocate_section): Give a helpful error
message instead of merely aborting.
* elf64-sparc.c (sparc64_elf_relocate_section): Likewise.
* elf64-sparc.c (sparc64_elf_check_relocs): Use SEC_ALLOC to control
whether we output dynamic relocs instead of SEC_DEBUGGING.
(sparc64_elf_relocate_section): Likewise.
