* configure.in (i[345]86-*-win32): Always build newlib.
Don't configure cvs, autoconf or texinfo.
* Makefile.in (LD_FOR_TARGET): New.
(BASE_FLAGS_TO_PASS, EXTRA_TARGET_FLAGS, CONFIGURE_TARGET_MODULES):
Pass down LD_FOR_TARGET.
