Remove obsolete Gould configuration:
* configure.host, configure.tgt: Remove Gould configs.
* Makefile.in: Remove Gould-related actions.
* gould-xdep.c, gould-tdep.c, config/gould/*: Remove files.
* NEWS: Mention removal.
