Make gdb.gdb/complaints.exp use '-i $inferior_spawn_id' and gdb_test_stdio

(test_serial_complaints, test_short_complaints): Use
gdb_test_stdio.
(test_empty_complaint): Handle $inferior_spawn_id !=
