Add support for ARM Cortex-M23 processor

* config/tc-arm.c (cortex-m23): Declare new processor.
* doc/c-arm.texi (-mcpu ARM command line option): Document new
Cortex-M23 processor.
* NEWS: Mention ARM Cortex-M23 support.
