(potable): Add gnu_attribute for ELF.
* read.h (s_vendor_attribute): Declare.
* config/tc-arm.c (s_arm_eabi_attribute): Replace by wrapper
round s_vendor_attribute.
(aeabi_set_public_attributes): Update for new attributes
interfaces.
