Add more const type qualifiers to GAS sources.
* output-file.c (output_file_create): Make file name argument const.
(output_file_close): Likewise.
* output-file.h (output_file_create): Adjust.
(output_file_close): Likewise.
* depend.c (quote_string_for_make): Make src argument const char *.
(register_dependency): Likewise.
