(MD_APPLY_FIX3): Define.
(TC_LINKRELAX_FIXUP): Define.
* write.c: (TC_LINKRELAX_FIXUP): Define if not
previously defined.
(fixup_segment): Use TC_LINKRELAX_FIXUP.
* doc/internals.texi: Document TC_LINKRELAX_FIXUP.
