* read.c (TC_IMPLICIT_LCOMM_ALIGNMENT): New default-definition.
(s_lcomm_internal): Use it.
* doc/internals.texi (CPU backend): Document it.
* config/obj-evax.h (TC_IMPLICIT_LCOMM_ALIGNMENT): Set to 2**3
bytes.
