* config/tc-hppa.c (pa_subspace_start): If OBJ_ELF, then always return
zero.
* config/tc-hppa.h (tc_frob_symbol): Don't reset the value of the
symbol for OBJ_ELF anymore.
Fixes testsuite problem for hppa1.1-hp-*elf*.
