binutils:
* configure.in (REPORT_BUGS_TEXI): Define to Texinfo version of
bug-reporting URL.
* doc/Makefile.am (config.texi): Define BUGURL.
* doc/binutils.texi: Use BUGURL. Remove text about large files
and uuencoding.
* Makefile.in, configure, doc/Makefile.in: Regenerate.
gas:
