bfd: move xcoff64_ppc_relocate_section after the HOWTO table
This will be needed for later commits, as xcoff64_ppc_relocate_section
will use the HOWTO table unlike now.
* coff64-rs6000.c (xcoff64_ppc_relocate_section): Move.
