* Makefile.in (MAKEINFOFLAGS): New variable.
(FLAGS_TO_PASS): Pass MAKEINFO as MAKEINFO MAKEINFOFLAGS.
* build-all.mk, test-build.mk: Pass down --no-split as
MAKEINFOFLAGS when hosted on DOS. Compile DOS hosted without -g.
