Cleanup: Replace all uses of EXFUN in the BFD sources, with PARAMS.
* archures.c, reloc.c, section.c, tekhex.c: Use PARAMS in
declaring pointers to functions.
* cache.c, elf.c: Move static function decls to top, use PARAMS.
* seclet.h: Declare external function with PARAMS.
* libbfd.h: Update, based on changes in source code and chew.
