* elfxx-target.h (bfd_elfNN_bfd_is_local_label_name): Define as
_bfd_elf_is_local_label_name if not already defined.
* elf.c (_bfd_elf_is_local_label_name): New function.
* elf-bfd.h (_bfd_elf_is_local_label_name): Declare.
