* read.c (s_gnu_attribute, skip_whitespace, skip_past_char,

(potable): Add gnu_attribute for ELF.
* read.h (s_vendor_attribute): Declare.
* config/tc-arm.c (s_arm_eabi_attribute): Replace by wrapper
round s_vendor_attribute.
