* app.c (do_scrub_next_char): Always accept \v. Don't make it
conditional on BACKSLASH_V.
* read.c (next_char_of_string): Likewise.
* config/obj-bout.h (BACKSLASH_V): Don't define.
* config/tc-mips.h (BACKSLASH_V): Don't define.
