* Makefile.in: Regenerate.
* configure: Make substitution more autoconf-like.

* configure.in (arm-*-coff, strongarm-*-coff, xscale-*-coff): Use a
single entry to handle all these.
(arm-*-elf, strongarm-*-elf, xscale-*-elf): Likewise. Also enable
libjava on arm-*-elf.
