* config/tc-sh64.h (TC_FAKE_LABEL): New.
* doc/internals.texi (TC_FAKE_LABEL): Document.
* write.c (TC_FAKE_LABEL): New.
(adjust_reloc_syms): Use it.
(write_object_file): Likewise.
