[ld, testsuite] Honor cflags when GCC used as linker driver
ld/
* testsuite/lib/ld-lib.exp (run_ld_link_exec_tests): Append
board_cflags as gcc is used as linker driver.
* testsuite/ld-unique/unique.exp: Likewise
