* libiberty.h (expandargv): New function.
* argv.c (safe-ctype.h): Include it.
(ISBLANK): Remove.
(stdio.h): Include.
(buildargv): Use ISSPACE instead of ISBLANK.
(expandargv): New function.
* Makefile.in: Regenerated.
