* somread.c (som_symfile_offsets): Add 'const' to addrs.
* machoread.c (macho_symfile_offsets): Add 'const' to addrs.
* xcoffread.c (xcoff_symfile_offsets): Add 'const' to addrs.
Remove declaration.
