* configure: Remove unneeded 'export's. Make CC_FOR_TARGET,
CXX_FOR_TARGET, GCJ_FOR_TARGET substituted in configure.in only.
* ChangeLog: Move a couple of entries from here to winsup/cygwin,
where they belong.
