(elf32_i860_relocate_splitn): New function.
(elf32_i860_relocate_pc16): New function.

(elf32_i860_howto): Minor adjustments to some relocations.
(elf_info_to_howto_rel): Define.
(elf_backend_relocate_section): Define.
