Now that we know the vr_values and ranger versions are in sync, it is
safe to remove the vr_values version and just call the ranger one.
I am leaving the UBSAN bits in place since they make use of
relationals which are still not implemented in the ranger.

The UBSAN builtins degrade into PLUS/MINUS/MULT and call
extract_range_from_binary_expr, which as the PR shows, can special
case some symbolics which the ranger doesn't currently handle.
Looking at vr_values::extract_range_builtin(), I see that every single
place where we ask for a range, we bail on non-integers (symbolics,
etc). That is, with the exception of the UBSAN builtins.
Since this seems to be particular to UBSAN, we could still go with the
original plan of removing the duplicity in ranger vs vr-values, but
leave in the UBSAN builtin handling. This isn't ideal, as we'd like
to remove all the common code, but I'd be willing to put up with UBSAN
duplication for the time being.
This patch disables the assert on the UBSAN builtins, while still
trapping if any other differences are found between the vr_values and
the ranger versions of builtin range handling.
As a follow-up, once Fedora can test this approach, I'll remove all
the builtin code from extract_range_builtin, with the exception of the
UBSAN stuff (renaming it to extract_range_ubsan_builtin).
Since the builtin code has proven fickle across architectures, I've
tested this with {-m32,-m64,-fsanitize=signed-integer-overflow} on
x86, ppc64le, and aarch64. I think this should be enough. If it
isn't, we can revert the patch, and leave the duplicate code until
the next release cycle when hopefully vr_values, evrp, and friends
will all be overhauled.

Invariants returned from SCEV can have TREE_OVERFLOW set. Clear the
overflow as we do with the rest of the values returned from this
function.

This sets things up so we can share range handling of builtins between
vr_values and ranger. It is meant to refactor the code so that we can
verify that both implementations yield the same results.
First, we abstract out gimple_ranger::range_of_builtin_call into an externally
visible counterpart that can be called from vr_values. It will take a
range_query since both ranger and vr_values inherit from this base class.
Then we abstract out all the builtin handling in vr_values into a separate
method that is easier to compare against.
Finally, we call the ranger version from vr_values and compare it with the
vr_values version. Since this proves both versions return the same,
we can remove vr_values::extract_range_builtin in a follow-up patch.
The vr_values::range_of_expr change brings the vr_values version up to par
with the ranger version. It should've handled non-SSA's. This was
a small oversight that went unnoticed because the vr_value version isn't
stressed nearly as much as the ranger version. The change is needed because
the ranger code handling builtins calls, may call it for integer arguments
in range_of_builtin_ubsan_call.
There should be no change in functionality.

The following patch implements that, i.e. __builtin_c?z* now take full
advantage of them being UB at zero, while the ifns are well defined at zero
if *_DEFINED_VALUE_AT_ZERO (*) == 2. That is what fixes PR94801.
Furthermore, to fix PR97312, if it is well defined at zero and the value at
zero is prec, we don't lower the maximum unless the argument is known to be
non-zero.
For gimple-range.cc I guess we could improve it if needed e.g. by returning
a [0,7][32,32] range for .CTZ of e.g. [0,137], but for now it (roughly)
matches what vr-values.c does.

Provide a hybrid EVRP pass which uses legacy EVRP and adds additonal
enhancements from the new ranger infrastructure.

This moves all the simplification code from vr_values into a separate
class (simplify_using_ranges). In doing so, we get rid of a bunch of
dependencies on the internals of vr_values. The goal is to (a) remove
unnecessary interdependendcies (b) be able to use this engine with any
range infrastructure, as all it needs is a method to get the range for
an SSA name (get_value_range).
I also removed as many dependencies on value_range_equiv as possible,
preferring value_range. A few value_range_equiv uses remain, but for
cases where equivalences are actually used (folding conditionals, etc).

The base class for ranges is currently value_range_base, which is

class is value_range_equiv which explicitly states what it does.

PR 86153 was originally filed when changes to the C++11's
implementation of vector resize(size_type) limited inlining that were
required for testsuite/g++.dg/pr83239.C to verify that we did not
issue an undesired warning.
That was worked by increasing the limit for inlining, but that in turn
caused the C++98 implementation of vector resize, that is
significantly different, to also be fully inlined, and that happened
to issue the very warnings the test was meant to verify we did NOT
issue.
The reason we issued the warnings was that we failed to optimize out
some parts of _M_fill_insert, used by the C++98 version of vector
resize, although the call of _M_fill_insert was guarded by a test that
could never pass: test testcase only calls resize when the vector size
is >= 3, to decrement the size by two. The limitation we hit in VRP
was that the compared values could pass as an overflow test, if the
vector size was 0 or 1 (we knew it wasn't), but even with dynamic
ranges we failed to decide that the test result could be determined at
compile time, even though after the test we introduced ASSERT_EXPRs
that required a condition known to be false from earlier ones.
I pondered turning ASSERT_EXPRs that show impossible conditions into
traps, to enable subsequent instructions to be optimized, but I ended
up finding an earlier spot in which an overflow test that would have
introduced the impossible ASSERT_EXPR can have its result deduced from
earlier known ranges and resolved to the other path.
Although such overflow tests could be uniformly simplified to compares
against a constant, the original code would only perform such
simplifications when the test could be resolved to an equality test
against zero. I've thus avoided introducing compares against other
constants, and instead added code that will only simplify overflow
tests that weren't simplified before when the condition can be
evaluated at compile time.
