Bootstrap with musl libc fails with numerous "missing sentinel in
function call" errors. This is because musl defines NULL as 0L for C++,
but gcc requires sentinel value to be a pointer or __null.
Jonathan Wakely says:
To be really safe during stage 1, GCC should not use NULL as a
pointer sentinel in C++ code anyway.
The bootstrap compiler could define it to 0 or 0u, neither of which
is guaranteed to be OK to pass as a varargs sentinel where a null
pointer is expected. Any of (void*)0 or (void*)NULL or nullptr
would be safe.
While it is possible to fix this by replacing NULL sentinels with
nullptrs, such approach would generate backporting conflicts, therefore
simply redefine NULL to nullptr at the end of system.h, where it would
not confuse system headers.

I took the documentation of the FRAME_GROWS_DOWNWARD behaviour from the
version that was in most header files, since the one in the manual seemed
less clear.
The patch deliberately keeps FIRST_PARM_OFFSET(FNDECL) in
microblaze_starting_frame_offset; this seems to be a port-local
convention and takes advantage of the fact that FIRST_PARM_OFFSET
doesn't read FNDECL.

The definition:
#define CONSTANT_ALIGNMENT(EXP, ALIGN) \
(TREE_CODE (EXP) == STRING_CST \
&& (ALIGN) < BITS_PER_WORD ? BITS_PER_WORD : (ALIGN))
was very common, so the patch adds a canned definition for that,
called constant_alignment_word_strings. Some ports had a variation
that used a port-local FASTEST_ALIGNMENT instead of BITS_PER_WORD;
the patch uses constant_alignment_word_strings if FASTEST_ALIGNMENT
was always BITS_PER_WORD and a port-local hook function otherwise.

I'm not sure the documentation is correct that outprec is always less
than inprec, and each non-default implementation tested for the case
in which it wasn't, but the patch leaves it as-is.
The SH port had a couple of TRULY_NOOP_TRUNCATION tests that were left
over from the old shmedia port.

SECONDARY_MEMORY_NEEDED_MODE to its default value was not a no-op:
without a definition, we would consider using secondary reloads for
mem<-reg and reg<-mem reloads even if the secondary memory has the
same mode as the original mem, while defining it would avoid this.
The latter behaviour seems correct.
The default is different for reload and LRA. For LRA the default is
to use the original mode, while reload promotes smaller-than-word
integral modes to word mode:

The SVE patches change the size of a machine_mode from a compile-time
constant to a runtime invariant. However, target-specific code can
continue to treat the modes as constant-sized if the target only has
constant-sized modes.
The main snag with this approach is that target-independent code still
uses macros from the target .h file. This patch is one of several that
converts a target macro to a hook.

This patch makes various changes that allow modes like SImode to be
classes rather than enums.
Firstly, it adds inline functions for all mode size properties,
with the macros being simple wrappers around them. This is necessary
for the __builtin_constant_p trick to continue working effectively when
the mode arguments are slightly more complex (but still foldable at
compile time).
These inline functions are trivial and heavily used. There's not much
point keeping them out-of-line at -O0: if anything it would make
debugging harder rather than easier, and it would also slow things down.
The patch therefore marks them as "always_inline", if that's available.
Later patches use this approach too.
Using inline functions means that it's no longer possible to pass
an int to GET_MODE_PRECISION etc. The Fortran and powerpcspe-c.c
parts are needed to avoid instances of that.
The patch continues to use enums for gencondmd.c, so that more
mode comparisons are integer constant expressions when checking
for always-true or always-false conditions. This is the only
intended use of USE_ENUM_MODES.
The patch also enforces the previous replacement of case statements
by defining modes as:
#define FOOmode ((void) 0, E_FOOmode)
This adds no overhead but makes sure that new uses of "case FOOmode:"
don't accidentally creep in when FOOmode has no specific class associated
with it.

I'm going to hookize TARGET_FLT_EVAL_METHOD, so the current definition
of TARGET_FLT_EVAL_METHOD_NON_DEFAULT will stop working.
The relaxation enabled by TARGET_FLT_METHOD_NON_DEFAULT isn't portable,
and keeping it in place is tricky, so this patch removes it, and poisons
TARGET_FLT_EVAL_METHOD_NON_DEFAULT in system.h to prevent future use.

C++11 has a
static_assert (COND, MESSAGE)
which gives more readable error messages for STATIC_ASSERT than our
current implementation.
This patch makes us use it if __cplusplus >= 201103L
There's also a provisional static_assert (COND) in C++1z, but presumably
we should wait until that one is fully standardized before using it.
