This commit also fixes a gfortran.dg/gomp/target1.f90 regression;
target1.f90 tests the resolve.c and openmp.c changes.

Standalone attach and detach clauses should not create present/release
mappings for Fortran array descriptors (e.g. used when we have a pointer
to an array), both because it is unnecessary and because those mappings
will be incorrectly subject to reference counting. Simply omitting the
mappings means we just use GOMP_MAP_TO_PSET and GOMP_MAP_{ATTACH,DETACH}
mappings for array descriptors.
That requires a tweak in gimplify.c, since we may now see GOMP_MAP_TO_PSET
without a preceding data-movement mapping.

This patch makes it so that an "attach" operation for a Fortran pointer
with an array descriptor copies that array descriptor to the target,
and similarly that detach operations release the array descriptor.

The unmodified 'if' clause should be applied to all the sub-constructs that
accept an 'if' clause in a combined OpenMP construct, and not just to the
'parallel' sub-construct.

OpenMP 5.0 also specifies that functions referenced from target regions
(except for target regions with device(ancestor:)) are also implicitly declare target to.
This patch implements that.

The location of all OpenMP/OpenACC clauses on any given line in Fortran code
always points to the first clause on that line. Hence, the column information
is wrong for all clauses but the first one.

The `serial' construct (cf. section 2.5.3 of the OpenACC 2.6 standard)
is equivalent to a `parallel' construct with clauses `num_gangs(1)
num_workers(1) vector_length(1)' implied.
These clauses are therefore not supported with the `serial'
construct. All the remaining clauses accepted with `parallel' are also
accepted with `serial'.
The `serial' construct is implemented like `parallel', except for
hardcoding dimensions rather than taking them from the relevant
clauses, in `expand_omp_target'.
Separate codes are used to denote the `serial' construct throughout the
middle end, even though the mapping of `serial' to an equivalent
`parallel' construct could have been done in the individual language
frontends. In particular, this allows to distinguish between compute
constructs in warnings, error messages, dumps etc.
