This change is a followup to the fix for PR48776 (namely
r14-3572-gd58150452976c4ca65ddc811fac78ef956fa96b0 AKA
fortran: Restore interface to its previous state on error [PR48776]),
which cleaned up new changes from interfaces upon error.
Unfortunately, there is one case in that fix that is mishandled, visible
on unexpected_interface.f90 with valgrind or an asan-instrumented gfortran.
when an interface statement is found while parsing an interface body (which
is invalid), the current interface is replaced by the one from the new
statement, and as parsing continues, new procedures are added
to the new interface, which has been rejected and freed, instead of the
original one.
This change restores the current interface pointer to its previous value
on each rejected statement.

This commit adds -fopenmp-allocators which enables support for
'omp allocators' and 'omp allocate' that are associated with a Fortran
allocate-stmt. If such a construct is encountered, an error is shown,
unless the -fopenmp-allocators flag is present.
With -fopenmp -fopenmp-allocators, those constructs get turned into
GOMP_alloc allocations, while -fopenmp-allocators (also without -fopenmp)
ensures deallocation and reallocation (via intrinsic assignments) are
properly directed to GOMP_free/omp_realloc - while normal Fortran
allocations are processed by free/realloc.
In order to distinguish a 'malloc'ed from a 'GOMP_alloc'ed memory, the
version field of the Fortran array discriptor is (mis)used: 0 indicates
the normal Fortran allocation while 1 denotes GOMP_alloc. For scalars,
there is record keeping in libgomp: GOMP_add_alloc(ptr) will add the
pointer address to a splay_tree while GOMP_is_alloc(ptr) will return
true it was previously added but also removes it from the list.
Besides Fortran FE work, BUILT_IN_GOMP_REALLOC is no part of
omp-builtins.def and libgomp gains the mentioned two new function.

For strictly structured blocks, a BLOCK was created but the code
was placed after the block the outer structured block. Additionally,
labelled blocks were mishandled. As the code is now properly in a
BLOCK, it solves additional issues.

Remove one reference count incrementation following the assignment of a
symbol pointer to a local variable. Most symbol pointers are "weak" pointer
and don't need any reference count update when they are assigned, and it is
especially the case of local variables.
This fixes a memory leak with the testcase from the PR (not included).

Keep memory of the content of the current interface body being parsed
and restore it to its previous state if it has been modified at the time
a parse attempt fails.
This fixes memory errors and random segmentation faults caused by
dangling symbol pointers kept in interfaces' linked lists of symbols.
If a parsing attempt fails and symbols are freed, they should also be
removed from the current interface linked list.
As the list of symbol is a linked list, and parsing only adds new
symbols to the head of the list, all that is needed to track the
previous content of the list is a pointer to its previous head.
This adds such a pointer, and the restoration of the list of symbols
to that pointer on error.

While commit r14-2754-g2e31fe431b08b0302e1fa8a1c18ee51adafd41df
detected executable statements, declarations do not show up as
executable statements. Hence, we now check whether the first
statement after TARGET is TEAMS - such that we can detect data
statements like type or variable declarations. Fortran semantics
ensures that only executable directives/statemens can come after
'!$omp end teams' such that those can be detected with the
previous check.
Note that statements returning ST_NONE such as 'omp nothing' or
'omp error at(compilation)' will still slip through.

While 'omp assume' is enabled by -fopenmp-simd, 'omp assumes' is not;
however, due to the way parsing works in Fortran (esp. for fixed-form
source code), 'assumes' was parsed by 'assume' which then stumbled over
the tailing 's'.

Handle reverse_offload, unified_address, and unified_shared_memory
requirements in libgomp by saving them alongside the offload table.
When the device lto1 runs, it extracts the data for mkoffload. The
latter than passes the value on to GOMP_offload_register_ver.
lto1 (either the host one, with -flto [+ ENABLE_OFFLOADING], or in the
offload-device lto1) also does the the consistency check is done,
erroring out when the 'omp requires' clause use is inconsistent.
For all in-principle supported devices, if a requirement cannot be fulfilled,
the device is excluded from the (supported) devices list. Currently, none of
those requirements are marked as supported for any of the non-host devices.

This change workarounds an ICE in the evaluation of the character length
of an array expression referencing an associate variable; the code is
not prepared to see a non-scalar expression as it doesn’t initialize the
scalarizer.
Before this change, associate length symbols get a new gfc_charlen at
resolution stage to unshare them from the associate expression, so that
at translation stage it is a decl specific to the associate symbol that
is initialized, not the decl of some other symbol. This
reinitialization of gfc_charlen happens after expressions referencing
the associate symbol have been parsed, so that those expressions retain
the original gfc_charlen they have copied from the symbol.
At translation stage, the gfc_charlen for the associate symbol is setup
with the decl holding the actual length value, but the expressions have
retained the original gfc_charlen without any decl. So they need to
evaluate the character length, and this is where the ICE happens.
This change moves the reinitialization of gfc_charlen earlier at parsing
stage, so that at resolution stage the gfc_charlen can be retained as
it’s already not shared with any other symbol, and the expressions which
now share their gfc_charlen with the symbol are automatically updated
when the length decl is setup at translation stage. There is no need
any more to evaluate the character length as it has all the required
information, and the ICE doesn’t happen.
The first resolve.cc hunk is necessary to avoid regressing on the
associate_35.f90 testcase.
