OpenACC's routine and declare directives can appear anywhere in the
specification part, i.e. before/after use-stmts, import-stmt, implicit-part,
or declaration-constructs.

Procedures are marked as implicit_pure if they fulfill the criteria of
pure procedures. In this case, a procedure was not marked as not being
implicit_pure which called another procedure, which had not yet been
marked as not being implicit_impure.
Fixed by iterating over all procedures, setting callers of procedures
which are non-pure and non-implicit_pure as non-implicit_pure and
doing this until no more procedure has been changed.

The `serial' construct (cf. section 2.5.3 of the OpenACC 2.6 standard)
is equivalent to a `parallel' construct with clauses `num_gangs(1)
num_workers(1) vector_length(1)' implied.
These clauses are therefore not supported with the `serial'
construct. All the remaining clauses accepted with `parallel' are also
accepted with `serial'.
The `serial' construct is implemented like `parallel', except for
hardcoding dimensions rather than taking them from the relevant
clauses, in `expand_omp_target'.
Separate codes are used to denote the `serial' construct throughout the
middle end, even though the mapping of `serial' to an equivalent
`parallel' construct could have been done in the individual language
frontends. In particular, this allows to distinguish between compute
constructs in warnings, error messages, dumps etc.

When generating C prototypes for Fortran procedures with the

(parse_omp_structured_block): Handle EXEC_OMP_END_CRITICAL instead
of EXEC_OMP_CRITICAL, adjust for EXEC_OMP_CRITICAL having omp clauses
now.
(parse_executable): Handle ST_OMP_TARGET_PARALLEL,
ST_OMP_TARGET_PARALLEL_DO, ST_OMP_TARGET_PARALLEL_DO_SIMD,
