OpenMP 5.0 removed the restriction that multiple collapsed loops must
be perfectly nested, allowing "intervening code" (including nested
BLOCKs) before or after each nested loop. In GCC this code is moved
into the inner loop body by the respective front ends.
In the Fortran front end, most of the semantic processing happens during
the translation phase, so the parse phase just collects the intervening
statements, checks them for errors, and splices them around the loop body.

This patch implements the OpenACC 2.7 addition of default(none|present) support
for data constructs.
Now, specifying "default(none|present)" on a data construct turns on same
default clause behavior for all lexically enclosed compute constructs (which
don't already themselves have a default clause).

The previous version failed to diagnose when the 'teams' was nested
more deeply inside the target region, e.g. inside a DO or some
block or structured block.

While commit r14-2754-g2e31fe431b08b0302e1fa8a1c18ee51adafd41df
detected executable statements, declarations do not show up as
executable statements. Hence, we now check whether the first
statement after TARGET is TEAMS - such that we can detect data
statements like type or variable declarations. Fortran semantics
ensures that only executable directives/statemens can come after
'!$omp end teams' such that those can be detected with the
previous check.
Note that statements returning ST_NONE such as 'omp nothing' or
'omp error at(compilation)' will still slip through.

OpenMP requires: "If a teams region is nested inside a target region, the
corresponding target construct must not contain any statements, declarations
or directives outside of the corresponding teams construct."
This commit checks now for this restriction.

The 'uses_allocators' clause to the 'target' construct accepts predefined
allocators and can also be used to define a new allocator for a target region.
As predefined allocators in GCC do not require special handling, those can and
are ignored after parsing, such that this feature now works. On the other hand,
defining a new allocator will fail for now with a 'sorry, unimplemented'.
Note that both the OpenMP 5.0/5.1 and 5.2 syntax for uses_allocators
is supported by this commit.

This implements support for the OpenMP 5.1 'present' modifier, which can be
used in map clauses in the 'target', 'target data', 'target data enter' and
'target data exit' constructs, and in the 'to' and 'from' clauses of the
'target update' construct. It is also supported in defaultmap.
The modifier triggers a fatal runtime error if the data specified by the
clause is not already present on the target device. It can also be combined
with 'always' in map clauses.

into the proper location for OpenACC testing (thanks to Thomas for
spotting my mistake!), and also fixes a few additional problems --

was incorrectly dereferenced. Tests are also adjusted for vector-length
warnings on nvidia accelerators.

While OpenMP 5.0 required a single structured block before and after the
'omp scan' directive, OpenMP 5.1 changed this to a 'structured block sequence,
denoting 2 or more executable statements in OpenMP 5.1 (whoops!) and zero or
more in OpenMP 5.2. This commit updates C/C++ to accept zero statements (but
till requires the '{' ... '}' for the final-loop-body) and updates Fortran
to accept zero or more than one statements.
If there is no preceeding or succeeding executable statement, a warning is
shown.

For 'parallel', loop-iteration variables are marked are marked as 'private',
unless they either appear in an omp do/simd loop or an data-sharing clause
already exists for those on 'parallel'. 'omp loop' wasn't handled, leading
to (potentially) multiple data-sharing clauses in gfc_resolve_do_iterator
as omp_current_ctx pointed to the 'parallel' directive, ignoring the
in-betwen 'loop' directive.
The latter lead to a bogus diagnostic - or rather an ICE as the source
location var contained only '\0'.
Additionally, several 'case EXEC_OMP...LOOP' have been added to call the
right resolution function and likewise for '{masked,master} taskloop'.

This patch adds duplicate checking for OpenMP "map" clauses, taking some
cues from the implementation for C in c-typeck.cc:c_finish_omp_clauses
(and similar for C++).
In addition to the existing use of the "mark" and "comp_mark" bitfields
in the gfc_symbol structure, the patch adds several new bits handling
duplicate checking within various categories of clause types. If "mark"
is being used for map clauses, we need to use different bits for other
clauses for cases where "map" and some other clause can refer to the
same symbol (e.g. "map(n) shared(n)").

OpenMP 5.1 added has_device_addr and relaxed the restrictions for
use_device_ptr, including processing non-type(c_ptr) arguments as
if has_device_addr was used. (There is a semantic difference.)
For completeness, the likewise change was done for 'use_device_ptr',
where non-type(c_ptr) arguments now use use_device_addr.
Finally, a warning for 'device(omp_{initial,invalid}_device)' was
silenced on the way as affecting the new testcase.

Handle reverse_offload, unified_address, and unified_shared_memory
requirements in libgomp by saving them alongside the offload table.
When the device lto1 runs, it extracts the data for mkoffload. The
latter than passes the value on to GOMP_offload_register_ver.
lto1 (either the host one, with -flto [+ ENABLE_OFFLOADING], or in the
offload-device lto1) also does the the consistency check is done,
erroring out when the 'omp requires' clause use is inconsistent.
For all in-principle supported devices, if a requirement cannot be fulfilled,
the device is excluded from the (supported) devices list. Currently, none of
those requirements are marked as supported for any of the non-host devices.

In 5.2, a map clause can be map-entering or map-exiting,
either containing 'tofrom'. The main reason for this is
permit 'map(x)' with 'omp target enter/exit data',
avoiding to specify 'to:/from:' explicitly. (OpenMP
defaults to 'tofrom'.)

This patch adds support for OMP 5.1 "canonical loop nest form" to the
Fortran front end, marks non-rectangular loops for processing
by the middle end, and implements missing checks in the gimplifier
for additional prohibitions on non-rectangular loops.
Note that the OMP spec also prohibits non-rectangular loops with the TILE
construct; that construct hasn't been implemented yet, so that error will
need to be filled in later.

which was introduced in OpenMP 5.1 (OpenMP API 5.1 specification pp. 197ff):
has_device_addr(list)
"The has_device_addr clause indicates that its list items already have device
addresses and therefore they may be directly accessed from a target device.
If the device address of a list item is not for the device on which the target
region executes, accessing the list item inside the region results in
unspecified behavior. The list items may include array sections." (p. 200)
"A list item may not be specified in both an is_device_ptr clause and a
has_device_addr clause on the directive." (p. 202)

The testcase shows some cases that weren't verified and we ICE on
invalid because of that.
One problem is that unlike before, we weren't checking if some expression
is EXPR_VARIABLE with non-NULL symtree in the case where there was
a conversion around it.
The other two issues is that we check that in an IF ->block is non-NULL
and then immediately dereference ->block->next->op, but on invalid
code with no statements in the then clause ->block->next might be NULL.

gfc_finish_var_decl was confused by the undocumented overloading of
the proc_name field in struct gfc_namespace to contain iterator
variables for the OpenMP AFFINITY clause, causing it to insert the
