For integral modes the expansion of MULT_HIGHPART_EXPR requires the presence
of an {s,u}mul_highpart optab whereas, for vector modes, widening expansion
is supported. This adds a widening expansion for integral modes too, which
is in fact already implemented in expmed_mult_highpart_optab.

This removes the last parameter of choose_multiplier, which is unused, adds
another assertion and more details to the description and various comments.

when debugging expmed.[ch] for PR/108987 saw that some of the cost arrays have
less than ideal layout as follows:
x_shift*cost[0..63][speed][modes]
We would want speed to be first index since a typical compile will have
that fixed, followed by mode and then the shift values.
It should be non-functional from compiler semantics pov, except
executing slightly faster due to better locality of shift values for
given speed and mode. And also a bit more intutive when debugging.

Many functions defined in our headers are declared 'static inline' which
is a C idiom whose use predates our move to C++ as the implementation
language. But in C++ the inline keyword is more than just a compiler
hint, and is sufficient to give the function the intended semantics.
In fact declaring a function both static and inline is a pessimization
since static effectively disables the desired definition merging
behavior enabled by inline, and is also a source of (harmless) ODR
violations when a static inline function gets called from a non-static
inline one (such as tree_operand_check calling tree_operand_length).
This patch mechanically fixes the vast majority of occurrences of this
anti-pattern throughout the compiler's headers via the command line
sed -i 's/^static inline/inline/g' gcc/*.h gcc/*/*.h
There's also a manual change to remove the redundant declarations
of is_ivar and lookup_category in gcc/objc/objc-act.cc which would
otherwise conflict with their modified definitions in objc-act.h
(due to the difference in staticness).
Besides fixing some ODR violations, this speeds up stage1 cc1plus by
about 2% and reduces the size of its text segment by 1.5MB.

In plenty of image and video processing code it's common to modify pixel values
by a widening operation and then scale them back into range by dividing by 255.
e.g.:
x = y / (2 ^ (bitsize (y)/2)-1
This patch adds a new target hook can_special_div_by_const, similar to
can_vec_perm which can be called to check if a target will handle a particular
division in a special way in the back-end.
The vectorizer will then vectorize the division using the standard tree code
and at expansion time the hook is called again to generate the code for the
division.
Alot of the changes in the patch are to pass down the tree operands in all paths
that can lead to the divmod expansion so that the target hook always has the
type of the expression you're expanding since the types can change the
expansion.

Here is a complete patch to add std::bfloat16_t support on
x86 (AArch64 and ARM left for later). Almost no BFmode optabs
are added by the patch, so for binops/unops it extends to SFmode
first and then truncates back to BFmode.
For {HF,SF,DF,XF,TF}mode -> BFmode conversions libgcc has implementations
of all those conversions so that we avoid double rounding, for
BFmode -> {DF,XF,TF}mode conversions to avoid growing libgcc too much
it emits BFmode -> SFmode conversion first and then converts to the even
wider mode, neither step should be imprecise.
For BFmode -> HFmode, it first emits a precise BFmode -> SFmode conversion
and then SFmode -> HFmode, because neither format is subset or superset
of the other, while SFmode is superset of both.
expr.cc then contains a -ffast-math optimization of the BF -> SF and
SF -> BF conversions if we don't optimize for space (and for the latter
if -frounding-math isn't enabled either).
For x86, perhaps truncsfbf2 optab could be defined for TARGET_AVX512BF16
but IMNSHO should FAIL if !flag_finite_math || flag_rounding_math
|| !flag_unsafe_math_optimizations, because I think the insn doesn't
raise on sNaNs, hardcodes round to nearest and flushes denormals to zero.
By default (unless x86 -fexcess-precision=16) we use float excess
precision for BFmode, so truncate only on explicit casts and assignments.
The patch introduces a single __bf16 builtin - __builtin_nansf16b,
because (__bf16) __builtin_nansf ("") will drop the sNaN into qNaN,
and uses f16b suffix instead of bf16 because there would be ambiguity on
log vs. logb - __builtin_logbf16 could be either log with bf16 suffix
or logb with f16 suffix. In other cases libstdc++ should mostly use
__builtin_*f for std::bfloat16_t overloads (we have a problem with
std::nextafter though but that one we have also for std::float16_t).

When lowering COMPLEX_EXPR we currently emit two VEC_EXTRACTs. One for the
lowpart and one for the highpart.
The problem with this is that in RTL the lvalue of the RTX is the only thing
tying the two instructions together.
This means that e.g. combine is unable to try to combine the two instructions
for setting the lowpart and highpart.
For ISAs that have bit extract instructions we can eliminate one of the extracts
if, and only if we're setting the entire complex number.
This change changes the expand code when we're setting the entire complex number
to generate a subreg for the lowpart instead of a vec_extract.
This allows us to optimize sequences such as:

I was working on a patch that needed to calculate the number of
modes in a particular class. It seemed better to have genmodes
generate this directly rather than do the kind of dance that
expmed.h had.

Jeff has reported that my earlier patch broke rl78-elf, e.g. with
unsigned short foo (unsigned short x) { return x % 7; }
when compiled with -O2 -mg14. The problem is that rl78 is a BITS_PER_WORD
== 8 target which doesn't have 8-bit modulo or divmod optab, but has instead
16-bit divmod, so my patch attempted to optimize it, then called
expand_divmod to do 8-bit modulo and that in turn tried to do 16-bit modulo
again.
The following patch fixes it in two ways.
One is to not perform the optimization when we have {u,s}divmod_optab
handler for the double-word mode, in that case it is IMHO better to just
do whatever we used to do before. This alone should fix the infinite
recursion. But I'd be afraid some other target might have similar problem
and might not have a divmod pattern, but only say a library call.
So the patch also introduces a methods argument to expand_divmod such that
normally we allow everything that was allowed before (using libcalls and
widening), but when called from these expand_doubleword*mod routines we
restrict it to no widening and no libcalls.

Similar to the previous store_bit_field patch, but for extractions
rather than insertions. The patch splits out the extraction-as-subreg
handling into a new function (extract_bit_field_as_subreg), both for
ease of writing and because a later patch will add another caller.
The simplify_gen_subreg overload is temporary; it goes away
in a later patch.

This patch adds an rtl representation of poly_int values.
There were three possible ways of doing this:
(1) Add a new rtl code for the poly_ints themselves and store the
coefficients as trailing wide_ints. This would give constants like:
(const_poly_int [c0 c1 ... cn])
The runtime value would be:
c0 + c1 * x1 + ... + cn * xn
(2) Like (1), but use rtxes for the coefficients. This would give
constants like:
(const_poly_int [(const_int c0)
(const_int c1)
...
(const_int cn)])
although the coefficients could be const_wide_ints instead
of const_ints where appropriate.
(3) Add a new rtl code for the polynomial indeterminates,
then use them in const wrappers. A constant like c0 + c1 * x1
would then look like:
(const:M (plus:M (mult:M (const_param:M x1)
(const_int c1))
(const_int c0)))
There didn't seem to be that much to choose between them. The main
advantage of (1) is that it's a more efficient representation and
that we can refer to the cofficients directly as wide_int_storage.

Later patches will add wrapper types for specific classes
of mode. E.g. SImode will be a scalar_int_mode, SFmode will be a
scalar_float_mode, etc. This patch prepares for that change by adding
an E_ prefix to the mode enum values. It also adds #defines that map
the unprefixed names to the prefixed names; e.g:
#define QImode E_QImode
Later patches will change this to use things like scalar_int_mode
where appropriate.
The patch continues to use enum values to initialise static data.
This isn't necessary for correctness, but it cuts down on the amount
of load-time initialisation and shouldn't have any downsides.
The patch also changes things like:
cmp_mode == DImode ? DFmode : DImode
to:
cmp_mode == DImode ? E_DFmode : E_DImode
This is because DImode and DFmode will eventually be different
classes, so the original ?: wouldn't be well-formed.
