This patch adds a scalar_float_mode class, which wraps a mode enum
that is known to satisfy SCALAR_FLOAT_MODE_P. Things like "SFmode"
now give a scalar_float_mode object instead of a machine_mode.
This in turn needs a change to the real.h format_helper, so that
it can accept both machine_modes and scalar_float_modes.

https://gcc.gnu.org/bugzilla/show_bug.cgi?id=79542 reports an ICE in
dwarf2out.c for an Ada testcase built with optimization.
This crash happens during the late generation pass because
add_gnat_descriptive_type cannot find the type DIE corresponding to some
descriptive type after having tried to generate it. This is because the
DIE was generated during the early generation pass, but then pruned by
the type pruning machinery. So why was it pruned?
We are in a situation where we have cloned types (because of inlining,
IIUC) whose TYPE_NAME have non-null DECL_ABSTRACT_ORIGIN attributes. As
a consequence:
* In modified_type_die, the "handle C typedef types" part calls
gen_type_die on the cloned type.
* gen_type_die matches a typedef variant, and then calls gen_decl_die
on its TYPE_NAME, which will end up calling gen_typedef_die.
* gen_typedef_die checks decl_ultimate_origin for this TYPE_DECL, and
finds one, so it only adds a DW_AT_abstract_origin attribute to the
DW_TAG_typedef DIE, but the cloned type itself does not get its own
DIE.
* Back in modified_type_die, the call to lookup_type_die on the type
passed to gen_type_die returns NULL.
In the end, whole type trees, i.e. the ones referenced by
DECL_ABSTRACT_ORIGIN attributes, are never referenced from type pruning
"roots" and are thus pruned. The descriptive type at stake here is one
of them, hence the assertion failure.
This patch attemps to fix that with what seems to be the most sensible
thing to do in my opinion: updating the "handle C typedef types" part in
modified_type_die to check decl_ultimate_origin before calling
gen_type_die: if that function returns something not null, then we know
that gen_type_die/gen_typedef_die will not generate a DIE for the input
type, so we try to process the ultimate origin instead. It also updates
in a similar way gen_type_die_with_usage, assert that when
gen_typedef_die is called on nodes that have an ultimate origin, this
origin is themselves.

The DWARF back-end used to systematically ignore file-scope function and
variable declarations. While this is justified in language like C/C++,
where such declarations can appear in several translation units and thus
bloat uselessly the debug info, this behavior is counter-productive in
languages with a well-defined module system. Specifically, it prevents
the description of imported entities, that belong to foreign languages,
making them unavailable from debuggers.
Take for instance:

This makes available for Ada programs the C function "my_c_function"
under the following name: C_Binding.My_C_Function. When GCC compiles
it, though, it is represented as a FUNCTION_DECL node with DECL_EXTERNAL
set and a null DECL_INITIAL, which used to be discarded unconditionally
in the DWARF back-end.
This patch moves such filter from the DWARF back-end to the relevant
callers: passes.c:rest_of_decl_compilation and
godump.c:go_early_global_decl. It also This patch also updates the Ada
front-end to call debug hooks for functions such as in the above
example, so that we do generate debugging information for them.

In GNAT, we materialize renamings that cannot be described in standard
DWARF as synthetic variables that describe how to fetch the renamed
object. Look for "___XR" in gcc/ada/exp_dbug.ads for more details about
this convention.
In order to have a location for these variables in the debug info (GDB
requires it not to discard the variable) but also to avoid allocating
runtime space for them, we make these variable hold a DECL_VALUE_EXPR
tree. However, since GCC 7, the DWARF back-end no longer generates a
DW_AT_location attribute for those. This patch is an attempt to restore
this attribute.

In Ada, the Character type is supposed to be unsigned. However,
depending on the sign of C char types, GNAT can materialize it as a
signed type for code generation purposes. When this is the case, GNAT
also attach a debug type to it so it is represented as an unsigned base
type in the debug information.
This change adapts record variant parts processing in the DWARF back-end
so that when the debug type of discriminant is unsigned while
discriminant values are signed themselves, we output unsigned
discriminant values in DWARF.
