This makes defaults.h choose DWARF2_DEBUG if PREFERRED_DEBUGGING_TYPE
is not specified by the target and errors out if DWARF DWARF is not supported.
It also makes us warn when STABS is enabled but not the preferred
debugging type and removes the corresponding diagnostic from the Ada frontend.
The warnings are pruned from the testsuite output via prune_gcc_output.
The following target configurations now explicitely default to STABS:
pdp11-*-* pdp11 is a.out, dwarf support is difficult
hppa[12]*-*-hpux10* does not support DWARF
hppa[12]*-*-hpux11* likewise
note that the hppa configs have been deprecated.
Targets with DWARF support will now see
> ./cc1 -quiet t.c -gstabs
t.c: warning: STABS debugging information is obsolete and not supported anymore
that is, -gstabs will still generate STABS but use will be diagnosed
on targets where DWARF is available.
I have built all targets from contrib/config-list.mk to make sure we
don't run into the #error and the following makes the STABS usage
explicit for pdp11 and hppa with SOM.
This completes the series of deprecating STABS for GCC 12.

1. Replace PUSH_ARGS with a target calls hook, TARGET_PUSH_ARGUMENT, which
takes an integer argument. When it returns true, push instructions will
be used to pass outgoing arguments. If the argument is nonzero, it is
the number of bytes to push and indicates the PUSH instruction usage is
optional so that the backend can decide if PUSH instructions should be
generated. Otherwise, the argument is zero.
2. Implement x86 target hook which returns false when the number of bytes
to push is no less than 16 (8 for 32-bit targets) if vector load and store
can be used.
3. Remove target PUSH_ARGS definitions which return 0 as it is the same
as the default.
4. Define TARGET_PUSH_ARGUMENT of cr16 and m32c to always return true.

This patch rewrites the way simplify_subreg handles constants.
It uses similar native_encode/native_decode routines to the
tree-level handling of VIEW_CONVERT_EXPR, meaning that we can
move between rtx constants and the target memory image of them.
The main point of this patch is to support subregs of constant-length
vectors for VLA vectors, beyond the very simple cases that were already
handled. Many of the new tests failed before the patch for variable-
length vectors.
The boolean side is tested more by the upcoming SVE ACLE work.

The definition:
#define CONSTANT_ALIGNMENT(EXP, ALIGN) \

was very common, so the patch adds a canned definition for that,
called constant_alignment_word_strings. Some ports had a variation
that used a port-local FASTEST_ALIGNMENT instead of BITS_PER_WORD;
the patch uses constant_alignment_word_strings if FASTEST_ALIGNMENT
was always BITS_PER_WORD and a port-local hook function otherwise.

I'm going to hookize TARGET_FLT_EVAL_METHOD, so the current definition
of TARGET_FLT_EVAL_METHOD_NON_DEFAULT will stop working.
The relaxation enabled by TARGET_FLT_METHOD_NON_DEFAULT isn't portable,
and keeping it in place is tricky, so this patch removes it, and poisons
TARGET_FLT_EVAL_METHOD_NON_DEFAULT in system.h to prevent future use.

In order to accomodate the debugger's support evolution for "new" DWARF
constructs, we need to have an flag that controls the amount of GNAT
encodings/standard DWARF information that is emitted in the debug info.
Propagate this new parameter into the Ada front-end.
