During the implementation of modules I added myself a note to
implement nested_udt handling. It wasn't obvious to me what they were
for and nothing seemed to be broken in ignoring them. I figured
something would eventually pop up and I'd add support. Nothing popped up.
Investigating on trunk discovered 3 places where we look at the
nested-udts. I couldn't figure how the one in lookup_field_r was
needed -- surely the regular lookup would find the type. It turned
out that code was unreachable. So we can delete it.
Next in do_type_instantiation, we walk the nested-utd table
instantiating types. But those types are also on the TYPE_FIELDS
list, which we've just iterated over. So I can move the handling into
that loop.
The final use is in handling structs that have a typedef name for
linkage purposes. Again, we can just iterate over TYPE_FIELDS. (As
commented, we probably don't need to do even that, as a DR, whose
number I forget, requires such structs to only have C-like things in
them. But I didn't go that far.
Having removed all the uses of nested-udts, I can remove their
creation from name-lookup, and as the only instance of a binding_table
object, we can remove all that code too.

Jakub's partial implementation of consteval virtual had trouble with the
current ABI requirement that we omit the vtable slot for a consteval virtual
function; it's difficult to use the normal code for constant evaluation and
also magically make the slots disappear if the vtables get written out. I
notice that Clang trunk also doesn't implement that requirement, and it
seems unnecessary to me; I expect consteval virtual functions to be
extremely rare, so it should be fine to just give them a vtable slot as
normal but put zero in it if the vtable gets emitted. I've commented as
much to the ABI committee.
One of Jakub's testcases points out that we weren't handling thunks in
our constexpr virtual handling; that is fixed here as well.
Incidentally, being able to use C++11 range-for definitely simplified
clear_consteval_vfns.

This patch generalizes our existing functionality for deferring access
checking of typedefs when parsing a function or class template to now
defer all kinds of access checks until template instantiation time,
including member function and member object accesses.
Since all access checks eventually go through enforce_access, the main
component of this patch is new handling inside enforce_access to defer
the current access check if we're inside a template. The bulk of the
rest of the patch consists of removing now-unneeded code pertaining to
suppressing access checks inside templates or pertaining to
typedef-specific access handling. Renamings and other changes with no
functional impact have been split off into the followup patch.

Here we're failing to do SFINAE in build_op_call when looking up the
class's operator() via lookup_fnfields, which calls lookup_member always
with complain=tf_warning_or_error; from there we would complain
about an ambiguous lookup for operator().
This patch fixes this by adding a tsubst_flags_t parameter to
lookup_fnfields and adjusting all its callers appropriately.

I was looking at DR 296 and noticed that we say "nonstatic" instead of
"non-static", which is the version the standard uses. So this patch
fixes the spelling throughout the front end. Did not check e.g.

It's too risky to reuse the type field for USING_DECL_SCOPE.
Language-independent parts of the compiler, such as location and
non-lvalue wrappers, happily take the TREE_TYPE of a USING_DECL as if
it was a type rather than an unrelated scope.
For better or worse, USING_DECLs use the non-common struct so we can
use the otherwise unused result field. Adjust fallout, from uses of
TREE_TYPE that were supposed to be USING_DECL_SCOPE, to other
accidental uses of TREE_TYPE of a USING_DECL.

We often emit logically-related groups of diagnostics.
A relatively simple case is this:
if (warning_at (body_loc, OPT_Wmultistatement_macros,
"macro expands to multiple statements"))
inform (guard_loc, "some parts of macro expansion are not guarded by "
"this %qs clause", guard_tinfo_to_string (keyword));
where the "note" diagnostic issued by the "inform" call
is guarded by the -Wmultistatement_macros warning.
More complicated examples can be seen in the C++ frontend,
where e.g. print_z_candidates can lead to numerous "note"
diagnostics being emitted.
I'm looking at various ways to improve how we handle such related
diagnostics, but, prior to this patch, there was no explicit
relationship between these diagnostics: the diagnostics subsystem
had no way of "knowing" that these were related.
This patch introduces a simple way to group the diagnostics:
an auto_diagnostic_group class: all diagnostics emitted within
the lifetime of an auto_diagnostic_group instance are logically
grouped.
Hence in the above example, the two diagnostics can be grouped
by simply adding an auto_diagnostic_group instance:

so that the lifetime of the auto_diagnostic_group groups the
warning_at and the inform call.
Nesting is handled by simply tracking a nesting depth within the
diagnostic_context.: all diagnostics are treated as grouped until the
final auto_diagnostic_group is popped.
diagnostic.c uses this internally, so that all diagnostics are part of
a group - those that are "by themselves" are treated as being part of
a group with one element.
The diagnostic_context gains optional callbacks for displaying the
start of a group (when the first diagnostic is emitted within it), and
the end of a group (for when the group was non-empty); these callbacks
are unused by default, but a test plugin demonstrates them (and verifies
that the machinery is working).
As noted above, I'm looking at various ways to use the grouping to
improve how we output the diagnostics.
FWIW, I experimented with a more involved implementation, of the form:

groups were needed (by converting ::warning_at's return type to bool),
but it was a much more invasive patch, especially when dealing with
the places in the C++ frontend that can emit numerous notes after
an error or warning (and thus having to pass the group around)
Hence I went with this simpler approach.
