In cleaning up local decl handling, here's an initial patch that takes
advantage of C++'s default args for the is_friend parm of pushdecl,
duplicate_decls and push_template_decl_real and the scope & tpl_header
parms of xref_tag. Then many of the calls simply not mention these.
I also rename push_template_decl_real to push_template_decl, deleting
the original forwarding function. This'll make my later patches
changing their types less intrusive. There are 2 functional changes:
1) push_template_decl requires is_friend to be correct, it doesn't go
checking for a friend function (an assert is added).
2) debug_overload prints out Hidden and Using markers for the overload set.

Continuing fixing name lookup's API we have two parameters saying what
we'd like to find 'prefer_type', which is a tri-valued boolan with
meaning 'don't care', 'type or namespace', 'type or death'. And we
have a second parameter 'namespaces_only', which means 'namespace or
death'. There are only 4 states, because the latter one has priority.
Firstly 'prefer_type' isn't really the right name -- it's not a preference,
it's a requirement. Name lookup maps those two parameters into 2 LOOKUP_
bits. We can simply have callers express that desire directly.
So this adds another enum class, LOOK_want, which expresses all
those options in 2 bits. Most of this patch is then the expected fallout
from such a change. The parser was mapping its internal state into
a prefer_type value, which was then mapped into the LOOKUP_ bits. So this
saves a conversion there. Also the parser's conversion routine had an
'is_template' flag, which was only ever true in one place, where the parser
also had to deal with other nuances of the flags to pass. So just drop
that parm and deal with it at the call site too.
I've left LOOKUP_HIDDEN alone for the moment. That'll be next.

Before Joseph's changes when compiling
libstdc++-v3/libsupc++/fundamental_type_info.cc
we were emitting
_ZTIPDd, _ZTIPDe, _ZTIPDf, _ZTIPKDd, _ZTIPKDe, _ZTIPKDf, _ZTIDd, _ZTIDe, _ZTIDf
symbols even when DFP wasn't usable, but now we don't and thus those 9
symbols @@CXXABI_1.3.4 are gone from libstdc++. While nothing could
probably use it (except perhaps dlsym etc.), various tools don't really like
symbols disappearing from symbol versioned shared libraries with stable ABI.
Adding those in assembly would be possible, but would be a portability
nightmare (the PR has something Red Hat uses in libstdc++_nonshared.a, but that
can handle only a handful of linux ELF targets we care about).
So, instead this patch hacks up the FE, so that it emits those, but in a way
that won't make the DFP types available again on targets that don't support
them.

There were two issues in this PR:
1) We were crashing in is_really_empty_class because we say that the
internal RTTI types are classes, but never gave them TYPE_BINFO.
2) We were allowing the cast to a different pointer type because STRIP_NOPS
in cxx_fold_indirect_ref ignored REINTERPRET_CAST_P.

This patch implements

When build_dynamic_cast realizes that a dynamic_cast needs a run-time check, it
generates a call to __dynamic_cast -- see dyncast.cc in libsupc++ for its
definition. The gist of my approach is to evaluate such a call at compile time.

Part of P1327R1 is to allow typeid with an operand of polymorphic type in
constexpr. I found that we pretty much support it already, the only tweak
was to allow TYPEID_EXPR (only created in a template) in constexpr in C++20.

Wrappers for lookup_qualified_name and build_x_binary_op to make calling
them more convenient in places, and a function named contextual_conv_bool
for places that want contextual conversion to bool.
I noticed that we weren't showing the declaration location when we complain
about a call to a non-constexpr function where a constant expression is
required.
If maybe_instantiate_noexcept doesn't actually instantiate, there's no
reason for it to mess with clones.

Adding a fix-it hint currently involves changing e.g.:
error_at (token->location,
"unknown type name %qE; did you mean %qs?",

error_at_rich_loc (&richloc,
"unknown type name %qE; did you mean %qs?",

to make the change from taking a location_t to a rich_location *.
This patch renames the "*_at_rich_loc" diagnostic entrypoints to use
the same function names for rich_location * as for location_t,
via overloading, to simplify the above change to just changing from:
error_at (token->location,
"unknown type name %qE; did you mean %qs?",
token->value, hint);
to:
gcc_rich_location richloc (token->location);
richloc.add_fixit_replace (hint);
error_at (&richloc,
"unknown type name %qE; did you mean %qs?",

thus saving space (and typing) and usually avoiding the need to reindent
the "error_at" invocation.
With this change, 0 is no longer acceptable as a location_t to these

I considered making the API take a rich_location & rather than a

change. Maybe in the future.
