P1825R0 extends the C++11 implicit move on return by removing the
constraints on the called constructor: previously, it needed to take an
rvalue reference to the type of the returned variable. The paper also
allows move on throw of parameters and implicit move of rvalue references.
Discussion on the CWG reflector about how to avoid breaking the PR91212 test
in the new model settled on the model of doing only a single overload
resolution, with the variable treated as an xvalue that can bind to
non-const lvalue references. So this patch implements that approach. The
implementation does not use the existing LOOKUP_PREFER_RVALUE flag, but
instead sets a flag on the representation of the static_cast turning the
variable into an xvalue.
For the time being I'm limiting the new semantics to C++20 mode; since it
was moved as a DR, we will probably want to apply the change to other
standard modes as well once we have a better sense of the impact on existing
code, probably in GCC 12.

The ABI exception helpers like __throw were being created by first
looking for them, and then adding if not found. Primarily because
libitm wasn't declaring them with the correct exception specifiers. I
fixed libitm a while back, so let's just use push_library_fn and let
the symbol table machinery deal with duplicates. push_library_fn was
making the assumtion there wasn't already a decl available, by always
returning the new decl. Bad things would happen if there was a
duplicate, because duplicate_decls explicitly gcc_frees the new decl.
Fixed by having it return whatever pushdecl returns.

Here we're failing to do SFINAE in build_op_call when looking up the
class's operator() via lookup_fnfields, which calls lookup_member always
with complain=tf_warning_or_error; from there we would complain
about an ambiguous lookup for operator().
This patch fixes this by adding a tsubst_flags_t parameter to
lookup_fnfields and adjusting all its callers appropriately.

In this PR we're emitting -Wnoexcept warnings about potentially-throwing NSDMIs
when computing the noexcept specification of a class's defaulted default
constructor. Although these warnings are in some sense valid, this patch takes
the route of suppressing them, because:
1. the warning message is confusing in its current form;
2. warning for 'struct C { B b = B(); };' but not for 'struct C { B b; };'
is inconsistent; and
3. emitting a warning here arguably doesn't fall under the umbrella of
-Wnoexcept, whose documentation says it warns only when a
noexcept-expression evaluates to false, but there are no
noexcept-expressions here.

The point of this patch is to fix the recurring problem of trees
generated by convert_like while processing a template that break when
substituting. For instance, when convert_like creates a CALL_EXPR
while in a template, substituting such a call breaks in finish_call_expr
because we have two 'this' arguments. Another problem is that we
can create &TARGET_EXPR<> and then fail when substituting because we're
taking the address of an rvalue. I've analyzed some of the already fixed
PRs and also some of the currently open ones:
In c++/93870 we create EnumWrapper<E>::operator E(&operator~(E)).
In c++/87145 we create S::operator int (&{N}).
In c++/92031 we create &TARGET_EXPR <0>.
The gist of the problem is when convert_like_real creates a call for
a ck_user or wraps a TARGET_EXPR in & in a template. So in these cases
use IMPLICIT_CONV_EXPR. In a template we shouldn't need to perform the
actual conversion, we only need it's result type.
perform_direct_initialization_if_possible and
perform_implicit_conversion_flags can also create an IMPLICIT_CONV_EXPR.
Given the change above, build_converted_constant_expr can return an
IMPLICIT_CONV_EXPR so call fold_non_dependent_expr rather than
maybe_constant_value to deal with that.
To avoid the problem of instantiating something twice in a row I'm
removing a call to instantiate_non_dependent_expr_sfinae in
compute_array_index_type_loc. And the build_converted_constant_expr
pattern can now be simplified.

The immediate issue here was that the second warning didn't depend on the
first one, so if the first location was in a system header, we'd
mysteriously give the second by itself.
It's also the case that the thing we care about being in a system header is
the function that we want to suggest adding 'noexcept' to, not the
noexcept-expression; it's useful to suggest adding noexcept to a user
function to satisfy a noexcept-expression in a system header.

This patch differs from the reverted patch for 33799 in that it adds the
CLEANUP_STMT for the return value at the end of the function, and only if
we've seen a cleanup that might throw, so it should not affect most C++11
code.

This patch makes the C++ frontend work with the verify_type_context hook.
We need some new type contexts for features that don't exist in C, but
otherwise the patch is very similar to the C one.
TCTX_CAPTURE_BY_COPY could really be treated as an instance of
TCTX_FIELD, but the error message is better if we split it out.

build_noexcept_spec refrained from resolving nondependent noexcept
expressions when they were not part of the function types (C++ 11 and
14). This caused problems during mangling: canonical_eh_spec, when
called on the template function type, would find an unresolved but not
explicitly deferred expression, and nothrow_spec_p would reject it.
We could relax the mangling logic to skip canonical_eh_spec, but since
-Wnoexcept-type warns when mangling function names that change as
noexcept specs become part of types and of mangling in C++17, and the
test at mangling time may give incorrect results if the spec is not
resolved, we might as well keep things simple and resolve nondependent
noexcept specs sooner rather than later. This is what this patch does.

This patch implements location wrapper nodes, preserving source locations
of the uses of variables and constants in various places in the
C++ frontend: at the arguments at callsites, and for typeid, alignof,
sizeof, and offsetof.
For example, it allows the C++ FE to underline the pertinent argument
