This removes CC0 and all directly related infrastructure.
CC_STATUS, CC_STATUS_MDEP, CC_STATUS_MDEP_INIT, and NOTICE_UPDATE_CC
are deleted and poisoned. CC0 is only deleted (some targets use that
name for something else). HAVE_cc0 is automatically generated, and we
no longer will do that after this patch.
CC_STATUS_INIT is suggested in final.c to also be useful for ports that
are not CC0, and at least arm seems to use it for something. So I am
leaving that alone, but most targets that have it could remove it.

fixup_partitions sometimes changes some basic blocks from hot partition to
cold partition, in particular if after unreachable block removal or other
optimizations a hot partition block is dominated by cold partition block(s).
It fixes up the edges and jumps on those edges, but when after reorder
blocks and in rtl (non-cfglayout) mode that is clearly not enough, because
it keeps the block order the same and so we can end up with more than
1 hot/cold section transition in the same function.
So, this patch fixes that up too.

If any unconditional jumps within a block have side effects then the
block cannot be considered empty.

During ICE reporting, sometimes rtl_dump_bb is called on partially
initialized basic blocks. This produces another ICE, obscuring the
original problem.
Fix by checking that that basic blocks are initialized before touching
their bb_infos.

This carries over the PR87609 fix also to RTL loop unrolling. The
gcc.dg/torture/pr90328.c testcase otherwise is miscompiled with
the tree-ssa-address.c hunk (or alternatively with -fno-ivopts
on master). I've tried to find the correct abstraction and
adjusted two other duplicate_insn_chain users for which I do not
have testcases. There may be other insn-chain copying routines
that could be affected but hopefully most appropriately go through
CFG hooks.

The following testcase fails with -fcompare-debug, the bug used to be latent
since introduction of -fcompare-debug.
The loop at the start of purge_dead_edges behaves differently between -g0
and -g - if the last insn is a DEBUG_INSN, then it skips not just
DEBUG_INSNs but also NOTEs until it finds some other real insn (or bb head),
while with -g0 it will not skip any NOTEs, so if we have
real_insn
note
debug_insn // not present with -g0
then with -g it might remove useless REG_EH_REGION from real_insn, while
with -g0 it will not.
Yet another option would be not skipping NOTE_P in the loop; I couldn't find
in history rationale for why it is done.

delete_insn_and_edges calls purge_dead_edges whenever deleting the last insn
in a bb, whatever it is. If it called it only for mandatory last insns
in the basic block (that may not be followed by DEBUG_INSNs, dunno if that
is control_flow_insn_p or something more complex), that wouldn't be a
problem, but as it calls it on any last insn and can actually do something
in the bb, if such an insn is followed by one more more DEBUG_INSNs and
nothing else in the same bb, we don't call purge_dead_edges with -g and do
call it with -g0.
On the testcase, there are two reg-to-reg moves with REG_EH_REGION notes
(previously memory accesses but simplified and yet not optimized), and the
second is followed by DEBUG_INSNs; the second move is delete_insn_and_edges
and after removing it, for -g0 purge_dead_edges removes the REG_EH_REGION
from the now last insn in the bb (the first reg-to-reg move), while
for -g it isn't called and things diverge from that quickly on.
Fixed by calling purdge_dead_edges even if we remove the last real insn
followed only by DEBUG_INSNs in the same bb.

Make sure that gimple and RTL IRs don't have debug markers before
labels. When we build the CFG, we move labels before any markers
appearing before them. Then, make sure we don't mistakenly
reintroduce them.
This reverts some of the complexity that had been brought about by the
initial SFN patches.

Emitting markers before labels turned out to not be worth the trouble.
The markers outside BBs confuse the ebb scheduler, and they don't add
any useful information. I'll arrange for markers to be moved past
labels, even in gimple, but for now this will fix the two remaining
known problems on ia64.

This patch adjusts numerous parts of the compiler that would
malfunction should they find debug markers at points where they may be
introduced. The changes purport to allow the compiler to pass
bootstrap-debug-lean (-fcompare-debug in stage3) at various
optimization levels, as well as bootstrap-debug-lib (-fcompare-debug
for target libraries), even after the compiler is changed so that
debug markers are introduced in code streams at spots where earlier
debug stmts, insns and notes wouldn't normally appear.
This patch depends on an earlier SFN boilerplate patch, and on another
SFN patch that introduces new RTL insn-walking functions.

Currently rtl_dump_bb crashes if BB_END(bb) is NULL, like it can be
during expand (rtl_dump_bb can be called at any time, by the emergency
dump added recently for example).
This fixes it.
