Since diagnostic.h is included in over half of the sources, requiring to `#define INCLUDE_MEMORY`
does not make sense. Instead lets unconditionally include memory in system.h.
The majority of this patch is just removing `#define INCLUDE_MEMORY` from the sources which currently
have it.
This should also fix the mingw build issue but I have not tried it.
Bootstrapped and tested on x86_64-linux-gnu.

As reported in bug 112841, typeof_unqual fails to remove qualifiers
from qualified array types. In C23 (unlike in previous standard
versions), array types are considered to have the qualifiers of the
element type, so typeof_unqual should remove such qualifiers (and an
example in the standard shows that is as intended). Fix this by
calling strip_array_types when checking for the presence of
qualifiers. (The reason we check for qualifiers rather than just
using TYPE_MAIN_VARIANT unconditionally is to avoid, as a quality of
implementation matter, unnecessarily losing typedef information in the
case where the type is already unqualified.)

Add middle end support for the 'interop' directive and the 'init', 'use',
and 'destroy' clauses - but fail with a sorry, unimplemented in gimplify.cc.
For Fortran, generate the tree code, update the internal representation,
add some more diagnostic checks and update for newer specification changes
('fr' only takes a single value, but it integer expressions are permitted
again [like with the old syntax] not only constant identifiers).
For C and C++, this patch adds the full parser support for 'interop'.
Still missing is actually handling the directive in the middle end and
in libgomp.
The GOMP_INTEROP_IFR_* internal values have been changed to have space
for vendor specific values that are adjacent to the existing values
but negative, if needed.

Cases of void parameters, other than a parameter list of (void) (or
equivalent with a typedef for void) in its entirety, have been made a
constraint violation in C2Y (N3344 alternative 1 was adopted), as part
of a series of changes to eliminate unnecessary undefined behavior by
turning it into constraint violations, implementation-defined behavior
or something else with stricter bounds on what behavior is allowed.
Previously, these were implicitly undefined behavior (see DR#295),
with only some cases listed in Annex J as undefined (but even those
cases not having wording in the normative text to make them explicitly
undefined).
As discussed in bug 114816, GCC is not entirely consistent about
diagnosing such usages; unnamed void parameters get errors when not
the entire parameter list, while qualified and register void (the
cases listed in Annex J) get errors as a single unnamed parameter, but
named void parameters are accepted with a warning (in a declaration
that's not a definition; it's not possible to define a function with
incomplete parameter types).
Following C2Y, make all these cases into errors. The errors are not
conditional on the standard version, given that this was previously
implicit undefined behavior. Since it wasn't possible anyway to
define such functions, only declare them without defining them (or
otherwise use such parameters in function type names that can't
correspond to any defined function), hopefully the risks of
compatibility issues are small.

As reported in bug 114266, GCC fails to pedwarn for a compound
literal, whose type is an array of unknown size, initialized with an
empty initializer. This case is disallowed by C23 (which doesn't have
zero-size objects); the case of a named object is diagnosed as
expected, but not that for compound literals. (Before C23, the
pedwarn for empty initializers sufficed.) Add a check for this
specific case with a pedwarn.

Bug 115515 (plus its duplicate 117139) reports an ICE with constexpr
initializer for an integer type variable that is not of integer type.
Fix this by not calling int_fits_type_p unless the previous check for
an integer constant expression passes.

As reported in bug 114869, the C front end wrongly creates nullptr_t
as a built-in typedef; it should only be defined in <stddef.h>. While
the type node needs a name for debug info generation, it doesn't need
to be a valid identifier; use typeof (nullptr) instead, similar to how
the C++ front end uses decltype(nullptr) for this purpose.

Apparently the middle-end/expansion can only handle {L,R}ROTATE_EXPR
on types with mode precision, or large/huge BITINT_TYPE.
So, the following patch uses the rotate exprs only in those cases
where it can be handled, and emits code with shifts/ior otherwise.
As types without mode precision including small/medium BITINT_TYPE
have unlikely power of two precision and TRUNC_MOD_EXPR is on many targets
quite expensive, I chose to expand e.g. __builtin_stdc_rotate_left (arg1,
arg2) as
((tem = arg1, count = arg2 % prec)
? ((tem << count) | (tem >> (prec - count))) : tem)
rather than
(((tem = arg1) << (count = arg2 % prec))
| (tem >> (-count % prec))
(where the assignments are really save_exprs, so no UB), because
I think another TRUNC_MOD_EXPR would be more costly in most cases
when the shift count is non-constant (and when it is constant,
it folds to 2 shifts by constant and ior in either case).

Two different declarations of tagged types in the same translation unit
are incompatible in C before C23 and without tag also in C23. Still,
two such types can be compatible to the same tagged type in a different
translation unit, but this means that pointers can alias.

We need to assign the same TYPE_CANONICAL to both types. This patch fixes
this for C23 and types without tag by also forming equivalence classes for
such types based on their structure as already done for types with tag.
Because this change exposes checking errors related to flexible array
members (cf. PR113688), one test is restricted to C17 for now.

As reported in bug 112556, GCC wrongly rejects conversion of null
pointer constants with bool or enum type to pointers in
convert_for_assignment (assignment, initialization, argument passing,
return). Fix the code there to allow BOOLEAN_TYPE and ENUMERAL_TYPE;
it already allowed INTEGER_TYPE and BITINT_TYPE.
This bug (together with -std=gnu23 meaning false has type bool rather
than int) has in turn resulted in people thinking they need to fix
code using false as a null pointer constant for C23 compatibility.
While such a usage is certainly questionable, it has nothing to do
with C23 compatibility and the right place for warnings about such
usage is -Wzero-as-null-pointer-constant. I think it would be
appropriate to extend -Wzero-as-null-pointer-constant to cover
BOOLEAN_TYPE, ENUMERAL_TYPE and BITINT_TYPE (in all the various
contexts in which that option generates warnings), though this patch
doesn't do anything about that option.

This warning covers the C23 incompibilities resulting from using
() as parameter lists in function declarations.
The warning name comes from Clang. The implementation is not
perfect because GCC treats these two declarations as equivalent:
void f ();
void f (not_a_type);
This is a bit confusing because they are clearly visually distinct.
However, as of GCC 14, the second form is an error by default, so
treating both the same as far as -Wdeprecated-non-prototype does
not seem so bad from a user experience view.

Empirically, omitted parameter names are difficult to catch in code
review. With this change, projects can build with
-Werror=missing-parameter-name, to avoid this unnecessary
incompatibility with older GCC versions. The existing
-pedantic-errors option is too broad for that because it also flags
widely used and widely available GCC extensions. Likewise for
-Werror=c11-c23-compat.

The following patch adds _Decimal64x type support. Our dfp libraries (dpd &
libbid) can only handle decimal32, decimal64 and decimal128 formats and I
don't see that changing any time soon, so the following patch just hardcodes
that _Decimal64x has the same mode as _Decimal128 (but is a distinct type).
In the unlikely event some target would introduce something different that
can be of course changed with target hooks but would be an ABI change.
_Decimal128x is optional and we don't have a wider decimal type, so that
type isn't added.

clang++ adds __builtin_operator_{new,delete} builtins which as documented
work similarly to ::operator {new,delete}, except that it is an error
if the called ::operator {new,delete} is not a replaceable global operator
and allow optimizations which C++ normally allows just when those are used
from new/delete expressions https://eel.is/c++draft/expr.new#14
When using these builtins, the same optimizations can be done even when
using those builtins.
For GCC we note that in the CALL_FROM_NEW_OR_DELETE_P flag on CALL_EXPRs.
The following patch implements it as a C++ FE keyword (because passing
references through ... changes the argument and so BUILT_IN_FRONTEND
builtin can't be used), just attempts to call the ::operator {new,delete}
and if it isn't replaceable, diagnoses it.
libstdc++ already uses the builtin in some cases.

The patch for PR117145 and PR117245 also fixed PR100420 and PR116284 which
are bugs related to arrays of unspecified size. Those are now represented
as variable size arrays with size (0, 0). There are still some loose ends,
which are resolved here by
1. adding a testcase for PR116284,
2. moving code related to creation and detection of arrays of unspecified
sizes in their own functions,
3. preferring a specified size over an unspecified size when forming
a composite type as required by C99 (PR118391)
4. removing useless code in comptypes_internal and composite_type_internal.

This patch implements C2y N3356, if declarations as described at
<https://www.open-std.org/jtc1/sc22/wg14/www/docs/n3356.htm>.
This feature is cognate with C++17 Selection statements with initializer
<https://www.open-std.org/jtc1/sc22/wg21/docs/papers/2016/p0305r1.html>,
but they are not the same yet. For example, C++17 allows
if (lock (); int i = getval ())
whereas C2y does not.
The proposal adds new grammar productions. selection-header is handled
in c_parser_selection_header which is the gist of the patch.
simple-declaration is handled by c_parser_declaration_or_fndef, which
gets a new parameter.

Since r13-707-g68e0063397ba82, COND_EXPR/VEC_COND_EXPR has not
allowed a comparison as the first operand but the gimple front-end
was not updated for this change and you would error out later on.
An assert was added with r15-4791-gb60031e8f9f8fe which meant an ICE
would happen from the gimple FE.
This removes support for parsing of the `?:` expressions except for an
identifier.
Bootstrapped and tested on x86_64-linux-gnu.

This fixes two cases where variably-modified types were not recognized as
such. The first is when building composite types and the other when a type
is reconstructed for the 'vector' attribute. Construction of types in
the C FE is reorganized to use c_build_* functions which are responsible for
setting C_TYPE_VARIABLE_SIZE, C_TYPE_VARIABLY_MODIFIED and TYPE_TYPELESS_STORAGE
based on the properties of the type itself and these replace all other logic
elsewhere (e.g. in grokdeclarator). A new 'c_reconstruct_complex_type' based
on these functions is introduced which is called via a language hook when the
'vector' attribute is processed (as for C++).
One problem is are arrays of unspecified size 'T[*]' which were represented
identically to zero-sized arrays but with C_TYPE_VARIABLE_SIZE set. To avoid
having to create distinct type copies for this, the representation was changed
to make it a natural VLA by giving it an upper bound of '(0, 0)'. This also
then allows fixing of PR100420 where such arrays were printed as 'T[0]'.
Finally, a new function 'c_verify_type' checks consistency of properties
specific to C FE and is called when checking is on.

When working on __builtin_stdc_rotate_*, I've noticed that while the
second argument to those is explicitly allowed to have char type,
the first argument to all the stdc_* type-generic functions is
- standard unsigned integer type, excluding bool;
- extended unsigned integer type;
- or, bit-precise unsigned integer type whose width matches a standard
or extended integer type, excluding bool.
but the __builtin_stdc_* lowering code was diagnosing just
!INTEGRAL_TYPE_P
ENUMERAL_TYPE
BOOLEAN_TYPE
!TYPE_UNSIGNED
Now, with -funsigned-char plain char type is TYPE_UNSIGNED, yet it isn't
allowed because it isn't standard unsigned integer type, nor
extended unsigned integer type, nor bit-precise unsigned integer type.
The following patch diagnoses char arguments and adds testsuite coverage
for that.
Or should I make it a pedwarn instead?

This patch generalizes diagnostic_context so that rather than having
a single output format, it has a vector of zero or more.
It adds new two options:
-fdiagnostics-add-output=DIAGNOSTICS-OUTPUT-SPEC
-fdiagnostics-set-output=DIAGNOSTICS-OUTPUT-SPEC
which both take a new configuration syntax of the form SCHEME ("text" or
"sarif"), optionally followed by ":" and one or more KEY=VALUE pairs,
in this form:

where each SCHEME supports some set of keys. For example, it's now

to add a pair of outputs, each writing to a different file, using
versions 2.1 and 2.2 of the SARIF standard respectively, whilst also
emitting the classic text form of the diagnostics to stderr.
I hope the new syntax gives us room to potentially add new kinds of
output sink in the future (e.g. RPC notifications), and to add new
key/value pairs as needed by the different sinks.
Implementation-wise, the diagnostic_context's m_printer which previously
was used directly by the single output format now becomes a "reference
printer", created by the client (such as the frontend), with defaults
modified by command-line options. Each of the multiple output sinks has
its own pretty_printer instance, created by cloning the context's
reference printer.

I believe the new C2Y <stdbit.h> type-generic functions
stdc_rotate_{left,right} have the same problems the other stdc_*
type-generic functions had. If we want to support arbitrary
unsigned _BitInt(N), don't want to use statement expressions
(so that one can actually use them in static variable initializers),
don't want to evaluate the arguments multiple times and don't want
to expand the arguments multiple times during preprocessing to avoid the
old tgmath preprocessing bloat, we need a built-in for those.
The following patch adds those. And as we need to support rotations by 0
and tree-ssa-forwprop.cc is only able to pattern recognize with BIT_AND_EXPR
for that case (i.e. for power of two widths), the patch just constructs
LROTATE_EXPR/RROTATE_EXPR right away. Negative second arguments are
considered UB, while positive ones are modulo precision.

I've tried to build stage3 with
-Wleading-whitespace=blanks -Wtrailing-whitespace=blank -Wno-error=leading-whitespace=blanks -Wno-error=trailing-whitespace=blank
added to STRICT_WARN and that expectably resulted in about
2744 unique trailing whitespace warnings and 124837 leading whitespace
warnings when excluding *.md files (which obviously is in big part a
generator issue). Others from that are generator related, I think those
need to be solved later.
The following patch just fixes up the easy case (trailing whitespace),
which could be easily automated:

I've excluded files which I knew are obviously generated or go FE.

My forthcoming patches for PR other/116613 make much more use of
cloning of pretty_printers than before, so it makes sense as a
preliminary patch for the result of pretty_printer::clone to be a
std::unique_ptr, rather than add more manual uses of "delete".
On doing so, I noticed various other places where naked new/delete is
used for run-time configuration of diagnostics:
* the output format (text vs SARIF)
* client data hooks
* the option manager
* the URLifier
Hence this patch also makes use of std::unique_ptr and ::make_unique for
managing such client policy classes, and also for diagnostic_buffer's
per-format implementations.
Unfortunately we can't directly include <memory> in our internal headers
but instead any of our TUs that make use of std::unique_ptr must #define
INCLUDE_MEMORY before including system.h.
Hence the bulk of this patch is taken up with adding a define of
INCLUDE_MEMORY to hundreds of source files: everything that includes
diagnostic.h or pretty-print.h (and thus anything transitively such as
includers of lto-wrapper.h, c-tree.h, cp-tree.h and rtl-ssa.h).
Thanks to Gaius Mulley for the parts of the patch that regenerated the
m2 files.

One failure with a -std=gnu23 default that indicates a
quality-of-implementation regression in C23 mode is gcc.dg/pr39084.c,
which loses the expected "originally defined here" message on struct
redefinition errors (which occur in a different place in the front end
for C23 because it is necessary to see the members of the struct to
determine whether the redefinition is valid). That message seems a
good thing to have both in and out of C23 mode, so add logic to
restore it in the C23 case.
Bootstrapped with no regressions for x86-64-pc-linux-gnu.

Sorry for rushing the previous patch too much, turns out I was wrong,
given that the c_parser_peek_nth_token numbering is 1 based, we can peek
also with c_parser_peek_nth_token (parser, 4) and the loop actually peeked
just at 3 tokens, not 4.
So, I think it is better to revert the previous patch (but keep the new
test) and instead peek the 4th non-raw token, which is what the following
patch does.
Additionally, PR117190 shows one further spot which missed the peek of
the token after CPP_COMMA, in case it is incomplete array with exactly 65
elements with redundant comma after it, which this patch handles too.

We don't yet have clear agreement on removing -Wtraditional (although
it seems there is little to no use for most of the warnings therein),
so fix the bug in its interaction with -std=gnu23 to continue progress
on making -std=gnu23 the default while -Wtraditional remains under
discussion.
The warning for ISO C function definitions with -Wtraditional properly
covers (void), but also wrongly warned for () in C23 mode as that has
the same semantics as (void) in that case. Keep track in c_arg_info
of when () was converted to (void) for C23 so that -Wtraditional can
avoid warning in that case (with an appropriate comment on the
definition of the new field to make clear it can be removed along with
-Wtraditional).
Bootstrapped with no regressions for x86_64-pc-linux-gnu.
