LCT_PURE and LCT_CONST_MAKE_BLOCK to LCT_CONST in calls to
emit_library_call_value.

* tree.h (ECF_LIBCALL_BLOCK): Removed.
* calls.c (initialize_argument_information, precompute_arguments,
