(GCC bootstrap): Generate per-stage targets for all bootstrapped modules. Adjust for changes in Makefile.def. Enable several rules even in non-bootstrap mode, just to avoid peppering the template with unnecessary "@if/@endif gcc-bootstrap" pairs.
