configure.in: Add TARGET_LIBRARY conditional.

* configure.in: Add TARGET_LIBRARY conditional.
* configure: Rebuilt.
* Makefile.am: If we're building a build host library, call the
library libz.a and don't use libtool.
* Makefile.in: Rebuilt.
