re PR libstdc++/11504 (-Wcast-qual vs. stl_tree)

	PR libstdc++/11504
	* acinclude.m4 (GLIBCXX_EXPORT_FLAGS): Add -Wcast-qual to
	WARN_FLAGS, remove -Wno-format.
	* aclocal.m4: Regenerate.
	* configure: Regenerate.
