Turn on function-at-a-time processing.

	HANDLERs.  Handle SCOPE_STMT, CTOR_INITIALIZER, and RETURN_INIT.
	(expand_body): Let expand_stmt handle CTOR_INITIALIZER,
	RETURN_INIT and function try blocks.
