libstdc++.exp (v3-build_support): If it exists, use env(AR_FOR_TARGET).
* testsuite/lib/libstdc++.exp (v3-build_support) <ar>: If it
exists, use env(AR_FOR_TARGET). Log the command.
<ranlib>: Similar.
