Adjust issue_rate for latest Intel processors.
For Skylake based processor, decoder is 4-way.
For Sunny Cove and Willow Cove, decoder is 5-way.
For Golden cove, decoder is 6-way.
gcc/ChangeLog:
* config/i386/x86-tune-sched.cc (ix86_issue_rate): Adjust for
latest Intel processors.
