libstdc++.exp (libstdc++_init): Set v3-libgomp.

* testsuite/lib/libstdc++.exp (libstdc++_init): Set v3-libgomp.
(check_v3_target_parallel_mode): Robustify, just follow the
structure of testsuite/Makefile.am.
