rs6000.h (FUNCTION_VALUE_REGNO_P): Respect TARGET_HARD_FLOAT.
* config/rs6000/rs6000.h (FUNCTION_VALUE_REGNO_P): Respect
TARGET_HARD_FLOAT. Reformat.
(FUNCTION_ARG_REGNO_P): Likewise, and remove unneeded casts.
