[Ada] Provide dummy body for big integers library used in reduced runtimes
gcc/ada/
* libgnat/a-nbnbin__ghost.adb (Signed_Conversions,
Unsigned_Conversions): Mark subprograms as not imported.
* libgnat/a-nbnbin__ghost.ads: Provide a dummy body.
